The Ministry of Culture, Sports and Tourism promulgates foreign language proficiency standards for international tour guides

The Ministry of Culture, Sports and Tourism just issued Circular No. 04/2024/TT-BVHTTDL dated June 26, 2024 amending and supplementing a number of articles of Circular No. 06/2017/TT-BVHTTDL dated June 15, 2017 of the Minister of Culture, Sports and Tourism detailing a number of articles of the Law on Tourism and Circular No. 13/2019/TTBVHTTDL dated November 25, 2019 of the Minister of Culture and Sports and Tourism amending and supplementing a number of articles of Circular No. 06/2017/TTBVHTTDL dated December 15, 2017 of the Minister of Culture, Sports and Tourism detailing a number of articles of the Law on Tourism. Accordingly, the content of the Circular amending and supplementing Clause 3, Article 3 of Circular No. 06/2017/TT-BVHTTDL "Diplomas issued by foreign training institutions shall be recognized according to the provisions of law on education, higher education and vocational education." , "Article 13. Foreign language proficiency standards of international tour guides" and replace and abolish points, forms and appendices with new forms and appendices attached to Circular No.04/2024/TT-BVHTTDL.

Also according to the implementation provisions of the Circular, transitional provisions include: license for domestic travel business, license for international travel business; tourist guide card at the destination; certificate of domestic tourism operation, certificate of international tourism operation; professional certificate of domestic tourism guide, professional certificate of international tour guide issued before the effective date of this Circular shall continue to be used in accordance with regulations; domestic tour guide card, international tour guide card, signs recognizing the class of tourist accommodation establishments, signs of meeting the standards of serving tourists for other tourist service establishments, certificate of knowledge update courses for tour guides issued before the effective date of this Circular may continue to be used until the end of the time limit stated on the domestic tourist guide card, the international tourist guide card; the decision on recognizing the class of tourist accommodation establishments; the decision on recognizing other tourist service establishments that meet the standards of serving tourists or the validity period according to the regulations for the certificate of knowledge update courses for tour guides; c) For administrative procedures submitted to competent state authorities before the effective date of this Circular, the forms specified in the Appendices are replaced by the forms in Appendix II attached to this Circular will continue to be resolved and the results of administrative procedures will be implemented in accordance with the provisions of current law.

Upon completion of the connection to the National Database on Population, civil servants, public employees and individuals assigned to receive and settle administrative procedures in the field of tourism may exploit citizen's gender information in the National Database on Population without requesting citizens to provide this information. This Circular takes effect from August 20, 2024.
