Plan to reopen tourism activities under new normal conditions

On March 15, 2022, the Ministry of Culture, Sports and Tourism issued Plan No. 829/PA-BVHTTDL on reopening tourism activities under new normal conditions to restoring tourism activities under the guidance on "Safe adaptation, flexibility and effective control of the COVID-19 pandemic" in Government's Resolution No. 128/NQ-CP dated October 11, 2021. International tourism activities was re-opened after piloting to welcome international tourists to Vietnam. Tourism activities was opened since March 15, 2022 in the scope of international and domestic tourism activities under new normal conditions by air, road, railway, and sea to ensure safety and conform to regulations on prevention and control of COVID-19 pandemic. Subjects are international tourists traveling to Vietnam, tourists going abroad, domestic tourists.

For international tourism activities: Visa policy will be complied with Resolution No. 32/NQ-CP dated March 15, 2022 of the Government on visa exemption for citizens of the Federal Republic of Germany, the French Republic, the Italian Republic, the Kingdom of Spain, the United Kingdom of Great Britain and Northern Ireland, the Russian Federation, Japan, the Republic of Korea, the United Kingdom of Denmark, the Kingdom of Sweden, the Kingdom of Norway, the Republic of Finland and the Republic of Belarus; Official Dispatch No. 1606/VPCP-QHQT dated March 15, 2022 of the Government Office regarding the restoration of Vietnam's immigration policy and relevant laws. For international tourists traveling to Vietnam: Tourists entering Vietnam by air must be tested negative for SARS-CoV-2 (except for children under 2 years of age) before departure within 72 hours if they take RT-PCR/RT-LAMP tests, or within 24 hours if they take rapid antigen tests for SARS-CoV-2 virus, with the test results certified by the competent authorities of the country where the tests are conducted.  Those who enter Vietnam by land, sea, railway are required to take the tests as mentioned in point a. In case there is no negative test result for SARS-CoV-2 as specified at point a, it will be performed at border gate before entry (by RT-PCR/RTLAMP test or rapid antigen tests for SARS-CoV-2 virus) If the test result is negative, they will be allowed to enter and participate in tourism activities, if positive, they must follow the instructions of the health authorities. Children under 2 years of age who are exempted from the SARS-CoV-2 test, have not been vaccinated against COVID-19 or have never been infected with SARS-CoV-2 are allowed to enter Vietnam and participate in activities outside their accommodations with their parents and relatives. Tourists must make a medical declaration before entry and use the Health Declaration Application (PC-COVID), take pandemic prevention and control measures according to regulations during their stay in Vietnam. At the border gate, if tourists have symptoms of SARS-CoV-2 (fever; cough; sore throat; runny nose, stuffy nose; body aches, tiredness, chills; diminished or lost sense of taste; sense of smell; pain, headache; diarrhea; difficulty breathing; respiratory infections...) it must be immediately notified the health authorities at the border gate as prescribed. Tourists must have health insurance or travel insurance that covers COVID-19 treatment with a minimum liability of US$ 10,000. During 10 days from the date of entry, tourists shall self-monitor their health, if they have symptoms of SARS-CoV-2 (fever; cough; sore throat; runny nose, stuffy nose; body aches, tiredness, chills; diminished or lost sense of taste; sense of smell; pain, headache; diarrhea; difficulty breathing; respiratory infections...) they must immediately notify the nearest medical facility for timely guidance and management; take preventive measures: regularly wearing a mask, disinfecting hands with an antiseptic solution. Tourists must ensure the exit and entry conditions according to Vietnam's immigration laws and other relevant regulations when traveling to Vietnam.

For tourists going abroad: Complying with regulations on immigration, health and related regulations of Vietnam and other countries and territories where they are visiting.

For domestic tourism activities: complying with Resolution No. 128/NQ-CP dated October 11, 2021 of the Government on Safe adaptation, flexibility and effective control of the COVID-19 pandemic and relevant guiding documents to ensure safety, pandemic prevention and control.

The plan on assignment of implementation organization is assigned to the Ministry of Culture, Sports and Tourism, in cooperation with ministries, branches and localities to ensure safety and effectiveness, and to organize campaigns, promote, stimulate domestic and international tourism, promote the communication of "Live fully in Vietnam" for international tourists and "Safe travel - Full experience" for domestic tourists. There is also coordination with localities to direct and support tourism businesses to upgrade facilities, infrastructure, human resources, and develop tourism products, improve service quality to serve tourism activities.  Tourism businesses is directed to update medical guidelines for COVID-19 prevention and control in accordance with Vietnam's regulations to notify foreign tourists and partners.
