On-going development and implementation of the program to stimulate domestic tourism market, strengthen promotion and communication for Khanh Hoa tourism as a safe destination.
That is one of the key tasks and solutions in the last months of 2021 set out by Khanh Hoa Tourism Development Steering Committee in the report on the implementation of Khanh Hoa Tourism Action Program in 9 months and key tasks in the last months of 2021. In the context of various difficulties and challenges due to Covid-19 pandemic, which broke out again in Khanh Hoa province from mid-July 2021, the Provincial Party Committee and Provincial People’s Committee have issued drastic instructions to localize and strictly control the pandemic, implement social distancing according to Directive No. 16/CT-TTg dated March 31, 2020 of the Prime Minister and supplement strengthening measures in the whole province, as a result, it has impacted the provincial socio-economic situation in the first 9 months of 2021; specifically in the first 9 months of 2021, the total number of staying visitors reached more than 478,300, decreasing by 53.83% compared to the figure of the same period last year, in which international visitors reached 20,100 (mainly international visitors staying in the country due to Covid-19 pandemic in many provinces and cities continued to travel to Nha Trang - Khanh Hoa), a plunge of 95.29% over the same period; domestic tourists reached 458,200, a decrease of 24.71% over the same period. The average occupancy in 9 months is estimated at 8.4%.
To perform the tasks under Action Program No. 14-CTr/TU dated July 24, 2017 of Khanh Hoa Provincial Party Committee in the period of 2021-2025 and the tasks under Khanh Hoa Tourism Industry Action Plan in the year 2021, Khanh Hoa Tourism Development Steering Committee has set out key tasks and solutions in the last months of 2021 as follows: implement the pilot plan to welcome international visitors with “vaccination passports” by charter and commercial flights to Khanh Hoa province; continue to efficiently implement the policy and measures to prevent and control Covid-19 pandemic; continue to propagate, disseminate and guide people and businesses in entitlement to policies due to Covid-19 pandemic; continue to implement the Project “Coordination to ensure security and order in the tourism sector in Khanh Hoa province in the period of 2019-2030” and Regulation on “Coordination in management of foreigners residing and doing business activities in Khanh Hoa province in the period of 2019-2030”; deploy the planning of Khanh Hoa province for the period of 2021-2030; organize activities, communication plans, promotion and introduction of Khanh Hoa tourism in association with safety, pandemic prevention and control; promote investigation and survey to grasp difficulties and problems of businesses; continue to build and implement the program to stimulate domestic tourism market, strengthen promotion and communication for Khanh Hoa tourism as a safe destination; disseminate information about new and high-quality products and services of competitive prices to attract visitors to Khanh Hoa; effectively deploy the application of information technology in tourism activities in Khanh Hoa; continue to coordinate with press agencies to propagate and promote Nha Trang - Khanh Hoa tourism; organize the signing ceremony of tourism development cooperation between the People’s Committee of Khanh Hoa province and Vietnam Airlines Corporation in the period of 2021 - 2025; sign cooperation agreement on tourism development between Khanh Hoa and Dak Lak provinces; continue to pay close attention to implement plans to strengthen the inspection, investigation, management and rectification of tourism agents and tourism services in the province.
In order to urgently implement the above contents, the Tourism Development Steering Committee directs relevant departments, divisions and agencies to continue to research and advise the Provincial People’s Committee to propose to competent authorities mechanisms and policies to support tourism businesses affected by Covid-19 pandemic on related issues such as: bank loans, land rent, beach rent and parachute booking, legal procedures for tourism project investment, electricity and water prices, supporting workers and giving priority to vaccination for workers in the tourism sector; coordinate with the Department of Tourism to reach agreement on solutions to support tourism businesses, request the State’s support in the current period in order to restore and develop tourism production and business activities. In detail: assign the Provincial Tax Department to propose the General Department of Taxation and competent authorities to reduce and extend the deadline for payment of VAT, CIT, PIT and land rent in 2021 for tourism businesses due to the impact of Covid-19 pandemic. The branch of the State Bank in Khanh Hoa Province shall study, advise and propose to the State Bank of Vietnam to amend and supplement Circular No. 01/2020/TT-NHNN regulating debt rescheduling, exemption or reduction of interest and fees, retention of debt category to assist borrowers affected by Covid-19 pandemic, and Circular No. 03/2021/TT-NHNN dated April 02, 2021 amending and supplementing a number of articles of the Circular No. 01/2020/TT-NHNN in the direction of extending the support period for borrowers affected by Covid-19 pandemic; advise and propose to competent authorities to consider and implement a package of credit interest support for businesses affected by Covid-19 pandemic in service industries such as accommodation, catering, tourism, transportation, etc.; direct credit institutions to proactively reduce costs and financial resources in order to reduce lending interest rates and implement solutions to support businesses. The Department of Culture and Sports shall continue to monitor and control the situation of Covid-19 epidemic to proactively organize and advise the Provincial People's Committee to adjust the Plan to organize cultural, art, tourism and sports activities in 2021 according to actual situation. The Department of Tourism shall actively organize and implement the Tourist Attraction Plan and Tourism Communication Plan in line with the actual situation when Covid-19 pandemic is under control, with the theme "Nha Trang Call of the Sea", "Nha Trang - Safe and Attractive Destination", "Khanh Hoa people travel to Khanh Hoa" in the last months of 2021, holidays and Tet, continue to implement support policies for tour guides who are in difficulty due to Covid-19 pandemic, collect opinions of businesses, organizations and individuals engaged in tourism activities to handle the contents within the competence, transfer them to relevant departments, divisions and agencies according to their respective scope and fields of responsibility for timely handle and remove difficulties and problems in tourism activities. Nha Trang- Khanh Hoa Tourism Association shall mobilize tourism businesses to build unique, high-quality and attractive tourism product packages to stimulate tourism demand and attract visitors to Khanh Hoa, coordinate in propaganda and dissemination to domestic travel agents and tourism businesses in compliance with law provisions, timely detect violations of illegal domestic travel agents and propose to competent agencies for handling. People’s Committees of districts, townships and cities shall strengthen propaganda and introduction of tourist destinations on websites, in promotional publications, and introduce to visitors and tour operators in order to attract visitors to visit and stay in the locality.
